can install the update with the 3rd rway

I install everything right and the update on too but it dont show therde rway please help ksea_2011_1.1.zip

here is the problem it show the rway in my go to airport as seen here

but when i got to the airport it dont show the 3rd rway please help

I aslo have all update too?
